The rule states:
Stepped Damage: When an Undead unit is killed it may instead be exchanged for a unit of lesser health from the Dead Unit Area.

Does it have to be an Undead unit? It doesn't say, so I would assume not.

Also, what about the Troll? Do units have to be Goblin?

I see why it may not be clear. However, Undead stepped damage always exchanges Undead units only.

The Regenerate SAI brings back 4 health of units from the dead. It doesn't matter the race.
